Our DC3 program provides a full range of technical, functional, and managerial support. DC3 is located in Linthicum, Maryland, with other office locations in Northern Virginia, and consists of a mix of Government, civilian and contractor support personnel.
Program analyst for the Department of Defense Cyber Crime Center (DC3), performing a variety of policy, planning and program (PPBE) related functions to include - preparing and coordinating financial reports for Air Force and Counterintelligence programming phases; review of cyber and intelligence policies, processes and procedures; program review and analysis for Congressional Justification Book (CJB) and Congressional Budget Justification Book (CBJB); staffing of external and internal DC3 documents for DC3 Executive Director review and approval; and general budget analysis for the DC3 and five subordinate directorates. Alliant LCAT Description: Provides technical/management leadership on major tasks or technology assignments. Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge. Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management. Decision making and domain knowledge may have a critical impact on overall project implementation. May supervise others. Suggested Qualifications: 23 years or more of professional experience without a degree; or 15 years or more of professional experience with a Bachelors degree in an engineering/technical discipline from an accredited college in a related discipline, or equivalent experience/combined education; or 13 years of professional experience with a related Masters degree; or 10 years of professional experience with a related PhD or JD. Viewed as the most senior authority in discipline. Consideration should always be given for the level of specific domain expertise.
Basic Qualifications • Experience with the DOD (Air Force Preferred) Planning, Programming, Budgeting and Execution (PPBE) • Strong attention to detail and ability to prepare documents for executive review with limited direction • Experience with preparing and coordinating financial reports with senior members of the organization to analyze, defend, plan and program the current and future baselines • Ability to prepare, coordinate and have oversight of annual government budget by providing statistics and analysis of present and past execution year spend plans, unfunded requirements that defend return on investment • Familiarity with Cyber, Counterintelligence, and Air Force programs to collect data and program information for quarterly report generation Experience with FM databases (i.e. ABIDES or PBIS) * Experience with resourcing/requirements process (i.e. POM/PPBE/JCIDS/JROC) * Ability to work well in a team environment. * Top Secret clearance with ability to obtain SCI eligibility
Desired skills • FM Certification (i.e. CDFM) * Superior organizational skills to analyze, develop and deliver detailed reports meeting tight suspense windows • Understanding of digital forensic lab tools, technologies and current policy initiatives • Capability to plan and coordinate activities involving national cyber security initiatives • Knowledge of policies, programs, organizations, functions, resources, and legislation affecting accredited digital forensic lab, training and outreach organizations
