Serve as the Alternate Technical Security, Information Systems Security Manager (ISSM) for the Rotary and Mission Systems (RMS) Cyber, Ships & Advance Technologies (CAST) line of business (LOB) in Owego, NY.
Responsibilities include ensuring compliance with government security requirements pertaining to computer systems processing classified information. Apply extensive technical expertise, and have a full understanding of other related disciplines. Apply processes of the Industrial Security Field Operations (ISFO) Process Manual for the Certification and Accreditation of Classified Systems and the National Industrial Security Program Operating Manual (NISPOM Chapter 8), Defense Security Service Assessment & Authorization and Process Manual (DAAPM), and the Joint Security Implementation Guide (JSIG). Further responsibilities include: Serve as Alternate ISSM for the Owego facility per the NISPOM, engage in implementing all requirements consistent with CAST program needs and standards established by RMS and Lockheed Martin Corporation. Assist with coordinating the Technical Security program in Owego with other CAST LOB sites, and LOBs within RMS. Perform as a liaison with government agencies such as the Defense Security Service (DSS) as required. Develop, implement, and maintain system security plans and other documentation necessary to prove compliance with government requirements for protection of classified information processed on information systems. Coordinate efforts of Technical Security with IT operations organizations. Engage with program management, engineering staff, and other security and program personnel to resolve technical security-related issues. Implement and overseeing compliance with technical information settings for all operating systems, to include Windows operating systems, Unix/Linux, etc. on classified computer systems. Completing other duties as assigned.
Basic Qualifications Experience working with classified Information Systems configuration and auditing process. Ability to author security plans and maintain accreditations. Ability to perform technical certifications for systems being presented to the government for accreditation, to include self-certification under the Office of Designated Approving Authority. Ability to manage multiple projects in a dynamic, demanding environment. Final in scope Top Secret Clearance (Investigation within five years).
Desired skills Excellent written and verbal communication skills and ability to effectively interface with numerous cognizant security agencies, customers and senior management. Knowledge of other security disciplines and how they impact and interact with information system security. CISSP or other DoD 8570/8140 certification. Understanding of network concepts and Type 1 encryption devices, such as TACLANE. Knowledge of the Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs) and the NSA configuration standards for DOD systems. Knowledge of government/contractor network interconnectivity arrangements.
