LM Job Code - E4173The Proposal Estimating Integrator is a direct report to the Programs Estimating Manager within the Sikorsky Pricing and Estimating organization, supporting Defense Systems and Services (DSS) United States Government (USG) and International Business Offices, to include Development Programs.The selected candidate will be responsible for estimating Program Control and Aftermarket labor and material costs utilized in Sikorsky Aircraft proposals.• The candidate will prepare high quality estimates for USG and International proposals, provide the support rationale as to the basis of the estimates, as well as the certification of the estimates to be current, accurate, and complete on USG proposals.• Understand and respond to customer requirements appearing on Requests for Proposals (RFP’s) and attend proposal strategy and kick-off meetings, and other meetings as necessary to resolve problems.• Coordinate and schedule the responses of Subject Matter Experts from affected Sikorsky departments ensuring that estimates are compliant to the Sikorsky customer’s requirements, particularly the Defense Federal Acquisition Regulation Supplement (DFARS) for USG proposals.• Create proposal estimating documents and ensure that they are reviewed and approved in accordance with Sikorsky procedures.• Support the acquire business process which will enable Sikorsky to continue growth in both revenue and profitability• The selected candidate will work many aircraft proposals including Sikorsky mega proposals such as VXX, CRH and Multi-Year IX. Proposals will be sole source or competitive bids and non-offers, can vary in size and complexity, and range in type to include but not limited to aftermarket products and services, support of engineering services, trade studies, engineering change proposals (ECP), aircraft product improvements, major aircraft modifications and aircraft proposals.• The candidate will be engaged in efforts to continuously improve Sikorsky’s proposal estimating processes and will participate in improvement initiatives utilizing Achieving Competitive Excellence (ACE) tools.The position provides the opportunity for direct interaction with U.S. Government customers and internally with numerous functional departments. Work is to be performed in the Sikorsky Stratford, CT facility. Occasional travel in support of negotiations is possible.
Basic Qualifications Knowledge of the Acquire Business Process, Supply Management, and the Proposal Preparation Process is preferred.The selected candidate must be proficient in Microsoft Office Applications including but not limited to Word, Excel, Access, and PowerPoint.The candidate must have an understanding of federal government procurement regulations, knowledge of the Sikorsky estimating system and familiarity with International Trade Compliance / export policies and procedures.The candidate must be a self-starter, have excellent written and verbal communication skills, strong project management skills, be a team player, be able to comfortably work within a cross-functional Sikorsky Business Acquisition Teams (BAT) that routinely includes senior level members, and be able to simultaneously work and complete on time a multitude of assignments to aggressive completion dates.
