Lockheed Martin Proposal Manager VH-92A in Stratford, Connecticut
Proposal Manager (PM) will be responsible for the project management, preparation, budget control and timely submission of mega, major and routine proposals for the VH-92A Presidential Aircraft Platform. The PM will be the focal point of USG Requests for Proposal (RFP) for sole source as well as competitive bids and non-offers. These RFPs can vary in size and complexity and could range in type to include but not limited to Development Programs, Research and Development, Aftermarket products and services, Engineering services, trade studies, Engineering Change Proposals (ECP), aircraft product improvements, major aircraft modifications, Change Orders and aircraft proposals. The PM will be responsible for Proposal support from notification of a Planned Future Action (PFA) through the final execution of a contract (award). Throughout the proposal process the PM will be expected to provide the Business Acquisition Team (BAT) guidance and leadership and will support the overall “Concept to Contract process” (C2C) performing his/her duties with little to no supervision. The PM will as well be responsible for providing data (metrics) input into a tracking system for all assigned campaigns to assist in efforts to help improve the various steps in the overall (C2C) process.
Basic Qualifications - General knowledge of the Federal Acquisition Regulation (FAR), - Truth In Negotiations Act (TINA), and Defense Federal Acquisition Regulations (DFARS) is preferred for the PM position. - Computer skills will require that the PM have an above average level of proficiency in Microsoft tools including WORD, EXCEL and POWERPOINT
Desired skills - PM must possess strong project management and writing skills. - This individual should have experience in supporting and/or managing and preparing DoD and/or International aircraft and aircraft related proposals that vary in type, size and complexity. - PM should have knowledge in support of the Sikorsky’s Acquire Business Process Gate process and the company’s proposal preparation process. - PM must have excellent communicator with strong interpersonal skills and be able to comfortably lead cross-functional Sikorsky Business Acquisition Teams (BAT) that routinely includes senior level members. - Applicants who have 8 to 10 years of USG Proposal Management experience and an active USG Special Clearance, would a be considered a plus
